PLANNING AND ZONING: ABOVE ACCOUNTABILITY?

Thanks Dick Irby. Seriously. Dick Irby did yet another investigative piece on Planning and Zoning in regards to Michael Gordon Pop Up Video. Check out the story in the link. Planning and zoning headed by Charles Cash whose boss is, once again Bill Schrek, actually tries to defend the actions by Michael Gordon and even tries to smugly act like it is no biggie when Richard Jett raises concerns about it.

The response by Cash "Richard Jett works for me" then he smugly uses a little inside laugh like he is somebody. Hey Cash here is one for you. If Jett works for you and you knowingly ignore multiple violations of planning and zoning for months on end then really who do you work for?

Oh yeah Bill Schrek and by proxy Mayor Abramson.

Planning and zoning, IPL, and Code enforcement overall is in serious need of a new direction or more importantly new leadership. The thug tactics they use, their blatant disregard for legitimate offenses, not to mention illegal violations themselves of the law ( Louisville News and Politics: John Flood, Bill Schreck, and Code Enforcement.....), and the idiocy that Cash displays truly should amaze each and every one of us about the Gestapo that is Louisville Metro Government and the supreme ruler Jerry Abramson.

Michael Gordon agreed to a set of rules to abide by in this property. He violated those rules knowingly and willfully. He was allowed to continue this abuse for over 6 months AFTER being cited by Charles Cash office. This is a problem for most people.

The question is why was he allowed to do so?

Well for starters it would be awfully hard to make him change this historic building back to its original shape after the massive demolition done to it.

Friend of Charles Cash? Bill Schrek? Jerry Abramson?

We will soon know.

In the meantime ANYONE having problems with planning and zoning, IPL, or code enforcement, stand up and be recognized! Fight against this abuse. We do have the right to be treated fairly and by allowing the abuse of people like Gordon and Amadi (Louisville News and Politics: CODE ENFORCEMENT: JAVANON ARE WE SURPRISED?), Planning and zoning has effectively said they will treat us anyway they want without regards to law or equality.

I cannot wait to see the discrepancies in court when they are found guilty of it.

  1. I won't argue with the merits of your story here but do us all a favor and get the names right. There is a Department of Codes & Regulations just created, in that department headed by William Schreck is Inspections, Permits and Licenses and also Planning and Design. There hasn't been a Planning and Zoning since the early 80's. Please get it right.

  2. Further name corrections.....there is no such department and or division called Code Enforcement. That was the old county name for their Building Department. John Flood oversees the division called Property Maintenance. Please at least get these simple facts correct.

  3. I will allow you are factually correct with planning and design thanks for the correction.

    I would also note however that John Flood was signing all correspondence as Chief Code Enforcement Officer until mid August when he changed it to Executive Administrator.

    Apparently they change the names and titles at their whim. Thanks for the input.

  4. You are correct in Mr. Floods title and the mentioned changed, but he is either Executive Administrator over the Property Maintenance Division or Chief Code Enforcement Officer of the Property Maintenance Division. Regardless there isn't a Code Enforcement Division.

    Further the inspectors over which Mr. Flood "administers" are called Code Enforcement Officers, they are "enforcing" the Property Maintenance Code as passed by Metro Council and before them the Board of Alderman.

    While on the subject in another posting you refer to "commercial" inspectors within IPL, there are no such thing as commercial inspectors. There are the building division inspectors, Building Inspectors, HVAC Inspectors, Electrical Inspectors, but they all do both residential and commercial inspections.

  5. The definitions of all these jobs isn't what matters. It's the corruption and b.s. that goes on there. It's nothing more than King Jer's money machine. I don't care if its called "code enforcement" or IPL or whatever. They're a bunch of CROOKS and they need to be dealt with.

    Get over the names and get with the program you goofball.

  6. Actually the Property Maintenance Code was from the former county and was the work of Delores Delahanty, passed by Fiscal Court and not the Board of Alderman.

  7. Ed: Is Mr. Flood still having his hearing today? If so, will you keep us informed as to its status? I don't trust the C-J or other websites to give us the whole story, but I have come to trust your site--keep up the good work. My hope is that he gets canned and censured for his actions against innocent Louisvillians. The city owes me (and many others) a big apology.
    I have yet to have anyone tell me why having someone in charge of a department whose spouse gets to set his salary and his department's budget is not an obvious conflict of interest. Perhaps IPL (or whatever it's called today) would be a great place to start cutting back on the city budget. You would not believe how much money the city has spent (wasted) criticizing my legal growing of Kentucky Goldenrod, the state flower, and having a legal firewood storage area. It was all thrown out of court last week, yet the city website still says they are planning another visit of our property in December.
    How do we get this taxpayer-money wasting harassment to stop?

    21.04 Nepotism

    (C) No Metro Officer shall exercise direct management or supervisory authority over any member of his/her immediate family; nor shall any Metro Officer exercise contract management authority where any member of his/her immediate family is employed by or is under contract to any vendor who is subject to such officer’s direct authority or management.

    But it also says:

    (D) After the effective date of this subchapter, a member of the immediate family of the Mayor, a member of the Metro Council, County Attorney, Sheriff, County Clerk, Coroner, Surveyor and Constable shall not be employed by or appointed to a position with such elected official's office. Any members of the immediate family of the Metro Officers named in this section employed or serving in a position within the office of such Metro Officer on the effective date of this subchapter shall be excluded from the prohibition contained in this section.

    I am having a serious problem with Dept of codes and regulations and Willam Schreck. My grandmother came home on Aug. 6th to a citation issued by that dept for dead rree limbs in her tree and it staed they would fine her 1000.00 a day and file a lien on her property. Now my grandmother is 73 years old and lives alone. Herhouse is 100 years old and so are the trees. Afterthe ice storm yes there are a few dead limbs but whosnt have them? I think this is a move to strongarm an elderly person who cant even afford her medicine into doing what the adjoining neighborhood assoc. wants. That must be a very busy dept if it is going aroud citing everyone with dead limbs in ther trees. I have the emails from William Schreck if anyonewants to this atrocit.
